I built automated data processing pipelines, ETL workflows, and analytical scripts supporting legislative fiscal analysis, using Pandas for data manipulation, NumPy for calculations, and custom modules for standardizing agency data submissions. Python automation eliminated 70% of manual data cleanup time in performance budget reporting, turning collected data into publication-ready output through scripting instead of manual Excel work.

I built an R-based data collection system with embedded validation rules for performance-based budget submissions from 90+ state agencies. The automated quality control checks caught data issues at ingestion rather than after publication, improving consistency across agencies while reducing analyst intervention. R's statistical capabilities supported the forecast modeling and trend analysis behind revenue projections.

SQL / MySQL

I architected the enterprise database that became the single source of truth for all legislative budget data. I designed schemas supporting 10+ publications, wrote complex queries handling multi-billion-dollar appropriations data, and optimized performance for real-time platform queries. The database removed data consistency problems across publications and enabled automated report generation that replaced hundreds of hours of manual table creation.

PHP

I built server-side applications supporting legislative budget processes, including custom tools for data validation, report generation, and workflow automation. PHP scripting enabled web-based interfaces for internal analysts and external agency users, improving submission quality through real-time validation feedback.

Git

 I implemented version control for analytical code, database scripts, and collaborative development projects. Git workflows enabled team collaboration on complex systems, maintained code history for troubleshooting, and supported structured release management for platform updates, bringing software development practices to a fiscal analysis environment.

Westlaw

I conducted legal research supporting fiscal policy analysis, regulatory compliance review, and interpretation of statutory budget requirements. Westlaw proficiency let me analyze legislative history, track regulatory changes affecting state finances, and research case law relevant to appropriations, combining legal training with technical analysis to give comprehensive policy guidance.

I directed budget analysis for $25+ billion in annual state expenditures across 90+ agencies, evaluating requests against revenue projections, policy priorities, and historical trends. I built the multi-volume Budget Analysis publication that serves as the foundation for legislative deliberations, translating complex appropriations into accessible formats that support informed decisions. The analysis combined quantitative evaluation with qualitative assessment of program effectiveness, agency capacity, and strategic alignment.

Financial Forecasting & Modeling

I held 90%+ forecast accuracy through severe economic volatility (COVID-19 disruption, an inflation surge, swings in revenue) by adapting models to changing conditions while keeping the method rigorous. I built 10-year State General Fund projections covering $13+ billion in operations, integrating revenue trends, expenditure patterns, and economic indicators into a multi-year fiscal outlook. The forecasting balanced technical precision with real uncertainty, presenting projections as planning scenarios rather than false precision.

I built the enterprise analytics that changed how the organization accesses and analyzes budget data. The interactive platforms, used by 165+ legislators and staff, replaced static reports with live exploration that let users answer their own questions. Power BI

I architected the enterprise budget intelligence platform on Power BI Service and Report Builder, used by 165+ legislators and staff at 95% adoption within 6 months. I built complex DAX formulas handling multi-billion-dollar budget calculations, designed data models integrating disparate source systems, and created interactive dashboards that balanced accessibility with analytical depth. The platform produced two outputs from one data source: an interactive digital version for live analysis and print-ready PDFs for the official record, which removed duplicate development and kept the two consistent.

Tableau

I built interactive visualizations and executive dashboards in Tableau for budget trend analysis, agency comparisons, and fiscal policy communication. Tableau complements my Power BI work, so I can pick the right platform for the use case, the existing infrastructure, and stakeholder preferences. Working in both major BI platforms gives me flexibility across technology ecosystems.

Microsoft Excel

Expert-level proficiency across complex financial modeling, pivot table analysis, scenario planning, and VBA automation. Excel is the universal business language, and it matters for working with stakeholders at every level of technical skill and for connecting to legacy systems. Advanced work includes Solver optimization, Power Query data transformation, complex nested formulas, and macros that automate repetitive analysis.

Microsoft SharePoint

I implemented SharePoint for document management, team collaboration, and workflow coordination supporting legislative fiscal analysis, including site administration, permission management, list and library design, and integration with Microsoft 365. The platform centralized document storage, version control, and collaborative editing, replacing email attachments and scattered file servers with structured information management.

Microsoft Teams

I coordinated cross-functional projects and team communication through Teams, using channels for topic organization, file sharing for collaborative work, and video meetings for remote coordination. The platform held productivity together during remote work periods and across geographically distributed stakeholders.

Microsoft Access

I built departmental databases for specialized needs that did not require enterprise infrastructure, including table design, query development, form creation, and report generation. Access gave fast database solutions for smaller projects, and I knew when a project outgrew it and needed a move to an enterprise platform such as MySQL.
