Over the past decade, I've produced analytical work that bridges technical rigor with practical application. My publications range from legislative fiscal reports informing billions in state expenditures to academic research on international finance and corporate governance. Kansas Legislative Research Department

During my tenure at KLRD, I authored and contributed to fiscal publications that directly informed legislative decisions on $25+ billion in annual expenditures. My published work spans committee recommendations, detailed fiscal memoranda, and comprehensive budget documents—demonstrating both breadth of analytical expertise and depth of subject matter knowledge across state finance, appropriations processes, and economic forecasting. These publications represent the analytical foundation supporting Kansas legislative fiscal policy.

Comprehensive analysis of all state agency budgets covering $25+ billion in expenditures, including agency requests, Governor's recommendations, and legislative committee actions. I led content development and analytical sections while spearheading the publication's modernization (database integration, data visualization, accelerated timeline accommodation).

Budget Committee Report

Living documents tracking all changes from the Governor's budget recommendation through the entire legislative process—from Budget Committee through final enactment. I redesigned these reports with MySQL database connectivity for automated data integration and updated formatting to support the legislature's accelerated timeline objectives.

End-of-session publication providing detailed information on approved state agency budgets with historical comparisons. I directed team efforts on content strategy and analytical framework while leading the technical migration to Power BI.

10-year financial profile tracking State General Fund revenues and expenditures. I developed the analytical methodology, revenue projections, and visualization framework that transformed this into a real-time forecasting tool.

I redesigned the publication to provide clearer comparison points between House, Senate, and Conference positions, and automated data population from our server to eliminate manual entry.

Moral Cents: The Journal of Ethics in Finance, Vol. 3, Issue 2, Summer/Fall 2014

This article analyzes corporate governance on the Stock Exchange of Hong Kong, within the context of the Hong Kong Securities and Futures Commission’s new rules for the sponsor regime governing initial public offerings. The focus is on examining the financial ecosystem prior to the reform, with special attention on changes to prospectus liability, application proof, and sponsor roles.

ILSA Quarterly, Vol. 22, Issue 4, Apr. 2014

This article examines the International Court of Justice's ruling establishing a new maritime boundary between Peru and Chile. Peru and Chile contested over 14,670 square miles of the Pacific Ocean, formerly owned by Chile. In its decision, the Court applied the International Convention on the Law of the Sea to the American Treaty on Pacific Settlement, advancing international maritime law.

This article examines the legal framework of genocide and applies it to the conflict between anti-Balaka and ex-Seleka in the Central African Republic. Specifically, the high degrees of civilian deaths; damages to civilian homes; and extreme use of child soldiers escalates the legal situation towards that of genocide. The continued violence between militias, rebels, and government forces have only exacerbated the situation.

ILSA Quarterly, Vol. 22, Issue 3, Feb. 2014

This article examines the People's Republic of China's East China Sea Air Defense Identification Zone (ADIZ), created on November 23, 2013. Although China's ADIZ does not violate the Chicago Convention or the United National Convention on the Law of the Sea, China's use of the sovereign airspace above the ADIZ is legally aggressive and directly tests the outcome of The Case Concerning Sovereignty over Pulau Ligitan and Pulau Sipadan, a territorial dispute before the International Court of Justice.

This article examines the International Crimes Tribunal Bangladesh's (ICTB) decision to sentence Salahuddin Quader Chowdhury, a member of parliament for the Bangladesh Nationalist Party, to death for war crimes committed during the 1971 Bangladesh Liberation War. This decision follows a bevy of recent convictions for international war crimes committed during that time.

This article examines the 14 suspected chemical attacks in Syria on August 21, 2013, placing them in context with the current chemical weapons regime. Chief Weapons Inspector Åke Sellström has submitted clear and convincing evidence of the use of sarin gas against civilians in Syria, in violation of the Chemical Weapons Convention.

This article examines the legal implications of the European Court of Human Rights'​ ruling that the 2005 trial and conviction of former Russian oil magnate Mikhail Khodorkovsky and his business partner, Platon Lebedev, was not politically motivated. In specific, Article 5, dealing with right to liberty and security, and Article 8, dealing with the right to privacy, were strong considerations in the Court's decision. The Court's decision bring Khodorkovsky's 2005 conviction into question.

ILSA Quarterly, Vol. 22, Issue 1, Oct. 2013

This article examines the charges of war crimes, torture, and crimes against humanity against Chad's ex-President Hissène Habré. Habré stands before the Extraordinary African Chambers and faces life in prison. Prior to the trial, Habré spent eight years detained by Senegalese police, creating a complex jurisdictional issue between Senegal and Chad.
